Dr. Kumar is a healthcare and behavioral health executive with experience leading large-scale transformation, clinical operations, case management, utilization management, workforce strategy, and community-based behavioral health systems. Her leadership experience spans health plans, healthcare organizations, schools, and behavioral health services, with particular expertise in translating strategy into sustainable operations.

She has led complex Medicaid care management programs, built and transformed behavioral health service models, developed workforce capacity initiatives, and worked across healthcare, government, education, and community systems. Dr. Kumar brings both executive leadership and clinical expertise to organizations navigating growth, operational change, workforce challenges, and behavioral health transformation.

Dr. Upadhyay is a board-certified psychiatrist with extensive experience in the assessment and treatment of complex behavioral health conditions across diverse patient populations and care settings. Her clinical perspective brings physician-level expertise to RBH Works’ work in behavioral health strategy, clinical program development, care delivery, and quality improvement.

She contributes expertise in psychiatric care, clinical decision-making, interdisciplinary collaboration, and the practical realities of delivering behavioral health services. Her perspective helps ensure that organizational and operational solutions remain grounded in sound clinical practice and the needs of patients, families, and providers.
