I come from a rural healthcare family, and I have firsthand experience of the gaps and limitations rural communities face, both as a patient growing up there and through my father’s work as a physician in a rural community. That’s the lens everything else runs through.
My expertise is turning around situations other people have already tried to fix. I find where the gaps are and build viable solutions through workforce, workflows, and systems. I’ve worked within community-based organizations, school districts, health plans, and clinics, from both inside those organizations and as an external partner to them. I’ve also partnered extensively with county and state government, including managing state and county grants and serving in governance roles on multiple county and state boards, including as co-chair of a county board. That range gives me a dual vantage point: I understand the different constraints each type of organization faces, and I know how to work within them to close gaps.

Took population health data and RFP strategy for a state Medicaid contract award, operationalized the contract terms into budget, staffing, training, vendors, and workflows
Managed the full grant lifecycle across multiple programs, from drafting proposals and building program strategy to staffing, implementation, and deliverable reporting
400,000+ Medicaid members impacted through population health and care management leadership
200+ clinical and non-clinical staff recruited and operationalized in one year
$5M+ in programs grown from inception to multi-million-dollar scale
Built the operational infrastructure and SOPs to scale two physician-owned practices as Chief Operating Officer, a multi-site clinic and a multi-state virtual practice

Dr. Anupama Upadhyay is a board-certified psychiatrist with more than 20 years of experience providing psychiatric care across inpatient, outpatient, consultation-liaison, and tele-health settings. An early adopter of telepsychiatry, she has extensive experience delivering care across settings and supporting patients with complex psychiatric and medical needs.
Her approach is grounded in a holistic understanding of the patient and the many factors that influence mental health and recovery. She considers psychiatric symptoms alongside medical conditions, medications, family and social context, and the broader healthcare environment. Throughout her career, she has worked closely with colleagues across emergency medicine, internal medicine, and other medical specialties, often providing consultation, education, and collaborative support around complex behavioral health needs.
As a physician leader, she brings particular attention to clinical quality, documentation, risk management, and the integration of behavioral and medical care.
Dr. Upadhyay is a second-generation healthcare physician. Following in their father’s footsteps, she developed an early understanding of the opportunities and challenges of providing healthcare in rural communities. Her clinical experience across diverse care settings gives RBH Works a perspective that connects clinical realities with the operational and system-level work required to improve behavioral healthcare.
